NGO registration is governed by following laws
– Associations Registration Act, 1977
– Social Welfare Act, 19
The process of NGO Registration in Nepal through the Local Level is mentioned below:

The minimum members required for NGO incorporation in Nepal is 7.
Documents to Submit before the Local Level:

| 2. | A copy of the minutes of the ad-hoc committee meeting |
| 3. | A copy of the organization’s constitution signed by each member of the committee |
| 4. | Copies of the citizenship certificates of all members |
| 5. | Rent agreement between NGOs and the house owner |
| 6. | Land Tax Receipt of the house where the office of the NGO is situated |
| 7. | Copy of the Citizenship certificate of the house owner where the NGO is situated |
Documents to be Submitted before the District Coordination Committee:

| 1. | Application signed by all members of the Ad-hoc Committee |
| 2. | A copy of a letter of recommendation from the local level |
| 3. | Citizenship Certificates of all the members |
| 4. | A copy of the Organization’s constitution |
| 5. | A copy of the rent agreement between the NGO and the House Owner |
| 6. | A copy of the minutes of the Ad-hoc committee meeting |
Documents to be Submitted before the District Administration Office:

| 1. | Application Signed by all members of the Ad-hoc Committee |
| 2. | 4 copies of the Organization’s Constitution |
| 3. | Copies of the citizenship certificates of all members |
| 4. | Letter of Recommendation from a local level |
| 5. | Letter of Recommendation from District Coordination Committee |
| 6. | A copy of the rent agreement between the NGO and the house owner |
| 7. | A copy of the minutes of the Ad-hoc committee meeting |
Documents to be Submitted before Social Welfare Council:

| 1. | Application signed by the chairperson of the NGO |
| 2. | A copy of the Constitution of the NGO |
| 3. | NGO registration certificate issued by the District Administration Office |
| 4. | Citizenship Certificates of all members |
Documents to be Submitted before the Inland Revenue Department:

| 1. | A copy of the minutes for obtaining the PAN |
| 2. | Tax deducted at source voucher for the rent paid |
| 3. | A copy of the online application with a stamp |
| 4. | A copy of the Constitution of the NGO |
| 5. | Copy of Certificate of Registration issued by the DAO |
| 6. | A copy of the Social Welfare Council Affiliation Certificate |
Note: NGO can be registered via the Office of the Company Registrar as well, whereas the aforementioned is the Process of NGO Registration in Nepal through the Local Level.
